AP source: Obama sets up trade crackdown office

(AP) ? President Barack Obama plans to announce Tuesday the creation of a new enforcement office to challenge what the White House calls unfair trade practices worldwide.

A White House official described the initiative on condition of anonymity because Obama had not yet signed the executive order establishing the Interagency Trade Enforcement Center. He planned to do so Tuesday.

The official says the office will expand the administration's ability to challenge unfair trading practices in China and elsewhere. The new office will coordinate enforcement activity across several U.S. government agencies.

Obama accuses China of subsidizing homegrown companies and allowing counterfeiting and intellectual piracy.

Obama's most recent budget proposal asks Congress for millions of dollars for the new enforcement center and more U.S. inspectors in China.

Friends without benefits

A relationship category with all the makings of a terrible rom-com, seemingly platonic friendships abound at Stanford. Roxy?s seen it many times before: two friends who essentially act like they?re dating without any of the perks. Call her a cynic, but Roxy believes that ? much like the cheesy pickup lines she heard last pub night ? these relationships just don?t work. In her experience, at least one of the two wants the friendship to be a little?friendlier. If you?ve found yourself as a friend without benefits, Roxy suggests you think long and hard about the relationship ? if you haven?t thought about anything else getting long and hard, it?s probably the other 50 percent of the friendship who?d like to see you with 50 percent less clothes on. And if you?re trying to move out of the friend zone and into the erogenous zones, Roxy suggests you make your move already.

Casual hookups

Roxy has heard many people bemoan the prevalence of the random hookup at Stanford, but to be honest, she doesn?t understand why they would oppose anything that makes them moan. As a busy Stanford student, Roxy hardly has time for meals let alone feelings. With so many constraints on our time, random hookups are a matter of efficiency ? we have a population of 3,500 male and 3,300 female undergrads (in the spirit of science, Roxy did her research) and only four years where guilt-free, frat-party hookups are socially acceptable. That?s what they mean by getting the most out of college, right?

Not-so-casual hookups

Ultimately, hookups are more about quality than quantity, and Roxy recognizes that a one-time encounter may grow into something more. While she believes that feelings, like STIs and pregnancy, are an unpleasant outcome to be avoided at all costs, many others on this campus don?t have Roxy?s hard resolve. Often, these people claim to be completely devoid of feelings when all observers with a pulse could tell you otherwise. Reality check: If you?re texting that often and the messages don?t include pics (or setting a time to see the real thing), Roxy suggests you stop lying to yourself and accept that it?s no longer just about getting laid.

Old, married couples

While Roxy has taken to the rare silver fox, she finds few other ?old? things sexy, and couples that begin to act like they?ve been married for 50-plus years are no exception. Perhaps Roxy?s least favorite type of relationship on campus, the old, married couple started dating and immediately stopped having fun of any kind. If you find yourself leaving your room only for food, class and the occasional shower and/or spend most of your time in bed together but haven?t done anything but cuddle for more than a week, it?s time for an intervention. Your friends may not have said anything to you, but Roxy is the best friend of all: If you?re not getting action, it?s time to get out. Or at least, you know, leave the dorm room once in a while.

Spider web's strength lies in more than its silk

ScienceDaily (Feb. 1, 2012) ? While researchers have long known of the incredible strength of spider silk, the robust nature of the tiny filaments cannot alone explain how webs survive multiple tears and winds that exceed hurricane strength.

Now, a study that combines experimental observations of spider webs with complex computer simulations shows that web durability depends not only on silk strength, but on how the overall web design compensates for damage and the response of individual strands to continuously varying stresses.

Reporting in the cover story of the Feb. 2, 2012, issue of Nature, researchers from the Massachusetts Institute of Technology (MIT) and the Politecnico di Torino in Italy show how spider web-design localizes strain and damage, preserving the web as a whole.

"Multiple research groups have investigated the complex, hierarchical structure of spider silk and its amazing strength, extensibility and toughness," says Markus Buehler, associate professor of civil and environmental engineering at MIT. "But, while we understand the peculiar behavior of dragline silk from the 'nanoscale up'--initially stiff, then softening, then stiffening again--we have little insight into how the molecular structure of silk uniquely improves the performance of a web."

The spider webs found in gardens and garages are made from multiple silk types, but viscid silk and dragline silk are most critical to the integrity of the web. Viscid silk is stretchy, wet and sticky, and it is the silk that winds out in increasing spirals from the web center. Its primary function is to capture prey. Dragline silk is stiff and dry, and it serves as the threads that radiate out from a web's center, providing structural support. Dragline silk is crucial to the mechanical behavior of the web.

Some of Buehler's earlier work showed that dragline silk is composed of a suite of proteins with a unique molecular structure that lends both strength and flexibility. "While the strength and toughness of silk has been touted before--it is stronger than steel and tougher than Kevlar by weight--the advantages of silk within a web, beyond such measures, has been unknown," Buehler adds.

The common spiders represented in the recent study, including orb weavers (Nephila clavipes), garden spiders (Araneus diadematus) and others, craft familiar, spiraling web patterns atop a scaffolding of radiating filaments. Building each web takes energy the spider cannot afford to expend often, so durability is key to the arachnid's survival.

Through a series of computer models matched to laboratory experiments with spider webs, the researchers were able to tease apart what factors play what role in helping a web endure natural threats that are either localized, such as a twig falling on a filament, or distributed, such as high winds.

"For our models, we used a molecular dynamics framework in which we scaled up the molecular behavior of silk threads to the macroscopic world. This allowed us to investigate different load cases on the web, but more importantly, it also allowed us to trace and visualize how the web fractured under extreme loading conditions," says Anna Tarakanova, who developed the computer models along with Steven Cranford, both graduate students in Buehler's laboratory.

"Through computer modeling of the web," Cranford adds, "we were able to efficiently create 'synthetic' webs, constructed out of virtual silks that resembled more typical engineering materials such as those that are linear elastic, like many ceramics, and elastic-plastic materials, which behave like many metals. With the models, we could make comparisons between the modeled web's performance and the performance seen in the webs made from natural silk. In addition, we could analyze the web in terms of energy, and details of the local stress and strain," which are traits experiments were able to reveal.

The study showed that, as one might expect, when any part of a web is perturbed, the whole web reacts. Such sensitivity is what alerts a spider to the struggling of a trapped insect. However, the radial and spiral filaments each play different roles in attenuating motion, and when stresses are particularly harsh, they are sacrificed so that the entire web may survive.

"The concept of selective, localized failure for spider webs is interesting since it is a distinct departure from the structural principles that seem to be in play for many biological materials and components," adds Dennis Carter, the NSF program director for biomechanics and mechanobiology who helped support the study.

"For example, the distributed material components in bone spread stress broadly, adding strength. There is no 'wasted' material, minimizing the weight of the structure. While all of the bone is being used to resist force, bone everywhere along the structure tends to be damaged prior to failure."

In contrast, a spider's web is organized to sacrifice local areas so that failure will not prevent the remaining web from functioning, even if in a diminished capacity, says Carter. "This is a clever strategy when the alternative is having to make an entire, new web," he adds. "As Buehlersuggests, engineers can learn from nature and adapt the design strategies that are most appropriate for specific applications."

Specifically, when a radial filament in a web is snagged, the web deforms more than when a relatively compliant spiral filament is caught. However, when either type fails--under great stress--it is the only filament to fail.

The unique nature of the spider-silk proteins enhances that effect. When a filament is pulled, the silk's unique molecular structure--a combination of amorphous proteins and ordered, nanoscale crystals--unfurls as stress increases, leading to a stretching effect that has four distinct phases: an initial, linear tugging; a drawn out stretching as the proteins unfold; a stiffening phase that absorbs the greatest amount of force; and then a final, stick-slip phase before the silk breaks.

According to the researchers' findings, the failure of silk threads occurs at points where the filament is disturbed by that external force, but after failure, the web returns to stability--even in simulations using broad forces, like hurricane-force winds.

"Engineered structures are typically designed to withstand large loads with limited damage, but extreme loads are more difficult to account for," says Cranford. "The spider has uniquely solved this problem by allowing a sacrificial member to fail under high load. One of the first questions a structural engineer must ask is 'What is the design load?' For a spider web, however, it doesn't matter if the load is just strong enough to cause failure, or one hundred times higher--the net effect is the same. Allowing a sacrificial member to fail removes the unpredictability of 'extreme' loads from the design equation."

PORTLAND, Maine ? A shipwreck hunter says he has found the wreck of a World War II merchant ship that was torpedoed by a German U-boat off Cape Cod with a load of platinum now valued at $3 billion ? perhaps the richest hoard ever discovered at the bottom of the sea.

Greg Brooks of Sub Sea Research, in Gorham, Maine, said a wreck in 700 feet of water 50 miles offshore is that of the Port Nicholson, a British vessel sunk in 1942. He said he and his crew positively identified the hull number using an underwater camera.

Salvage operations should begin this month or in early March aboard a 220-foot vessel called Sea Hunter with the assistance of a remotely operated underwater vessel, he said.

"I'm going to get it, one way or another, even if I have to lift the ship out of the water," Brooks said.

Brooks said the Port Nicholson was going from Nova Scotia to New York and carrying 71 tons of platinum when it was torpedoed. The platinum was intended as payment from the Soviet Union to the United States, he said.

A federal court judge has granted him the salvage rights, he said.

Brooks has been in the shipwreck business for nearly 20 years, with his previous biggest find being from a pirate ship near Puerto Rico.

China dissident tried over Skype messages, poem (Reuters)

BEIJING (Reuters) ? Chinese prosecutors cited a poem and messages sent on Skype against a dissident who stood trial on Tuesday, his son and his lawyer said, in the latest case highlighting the Communist Party's drive to silence political challengers.

Veteran activist Zhu Yufu faced trial in the prosperous eastern city of Hangzhou, where police arrested him in April and charged him with "inciting subversion of state power," his lawyer, Li Dunyong, said.

The court did not deliver its verdict straight away. But Zhu, who turns 59 in February, appears likely to follow other Chinese dissidents who have received stiff prison terms from the party-run judiciary on subversion charges, which are often used to punish ardent advocates of democratic change.

In Zhu's case, the prosecutors cited his poem, "It's time," as well as text messages that he sent using the Skype online chat service, said Li.

There was no suggestion that Skype helped police to collect evidence, he told Reuters by telephone.

"They took his computer away from his home and went through it," he said of the Hangzhou police.

"His Internet contacts and password were saved on it, with automatic access, and when the police accessed it they could open the records of text messages saved on Skype. He had not erased the records."

Skype's online telephone and messaging service has become popular among Chinese activists as a cheap and relatively secure way to communicate.

Zhu's wife, Jiang Hangli, told Reuters that she feared that he could join other dissidents recently given prison terms of nine years and longer for subversion. Chinese courts rarely find in favor of defendants.

"I hope he won't face trouble, but that's a wish. I don't think that they'll let him off lightly," Jiang said in a telephone interview before the trial.

China's Communist leaders are steeling for a leadership handover late this year, and their long-standing determination to stifle political challenges is likely to deepen. The government is also trying to quell flare-ups of protest in Tibetan areas in the country's west.

Beijing has rejected criticism that Chinese human rights conditions have worsened, especially since 2010, when authorities cracked down out of fear that anti-authoritarian upheavals across the Arab world could trigger unrest in China.

Like two dissidents given sentences of 10 and nine years in December, Zhu was jailed before for his pro-democracy activism, making it more likely that he too will get a heavy sentence. He was jailed in 1999 for seven years and in 2007 for two years, said the Chinese Human Rights Defenders.

Zhu's son, Zhu Ang, said he and his mother, Jiang Hangli, were the only two family members allowed to attend the trial, which lasted a morning. Other kin and supporters were kept out.

"My father seemed listless and even exhausted, but he was mentally together," Zhu Ang told Reuters by telephone. "His defense was that he was not advocating subversion but urging progress, which is nothing illegal."

The charges against Zhu also centered on a poem, "It's time," which he circulated online, said the lawyer Li.

A version of the poem that has circulated on the Internet, declares: "It's time, Chinese people!/ The square belongs to everyone/the feet are yours/it's time to use your feet and take to the square to make a choice."

References to a "square" might evoke memories among many Chinese people of Tiananmen Square in Beijing, the epicenter of pro-democracy protests in 1989 that were quelled by armed troops. But the poem did not mention that.

At the trial, Zhu rejected the charge that the poem amounted to "inciting subversion," said Li.

"He said the poem was not urging an assembly, because the people were in different cities and places, and he did not tell them a specific time or place to assemble," said Li.

"As well, there's no legal prohibition on going to a square," added the lawyer, citing Zhu's words. "Everyone has the right to walk on a square."

Li said the court was likely to deliver its verdict in February.
